MOODY'S RATING ACTION UPDATE

Moody's Investor Services (Moody's) has yesterday confirmed the City of Tshwane's Caa2 long term
issuer rating, caa2 BCA and Caa1.za NSR long-term issuer rating. Concomitantly Moody's has
affirmed City of Tshwane's NP short term issuer rating and NSR short term issuer rating of Non-Prime
(NP.za). The outlook has been changed to stable.
